Mulungu Aboriginal Corporation Primary Health Care Service (Mulungu) is a dedicated Aboriginal Community Controlled Organization committed to delivering high-quality, culturally safe primary health care for Aboriginal and Torres Strait Islander peoples. Our holistic approach emphasizes collaboration with the community to enhance wellbeing, strengthen health outcomes, and support long-term positive change.

Operating across three key service tiers—Health Services, Social Services, and Corporate Services—Mulungu works within a unified framework to deliver coordinated, high-quality outcomes for the community we serve, ensuring that every program aligns with the needs and cultural values of the communities.

Position Overview

The General Manager - Community Programs will provide strategic leadership and integrated oversight of Mulungu’s Community Services portfolio. This includes key programs such as Family Wellbeing, Domestic and Family Violence support, Youth Services, and Elder Care. The role ensures that all services are delivered in a culturally grounded, trauma-informed manner, promoting safety, healing, and resilience for children, families, young people, and Elders.

Key Responsibilities

  • Provide strategic direction to ensure alignment with organizational goals and community priorities.
  • Manage day-to-day operations across program areas, ensuring compliance with legislative and funding requirements.
  • Lead evaluation and continuous improvement processes to deliver measurable, culturally informed outcomes.
  • Build and maintain strong relationships with community members, partner organizations, and government agencies.
  • Identify and manage operational risks and opportunities for new initiatives.

Candidate Profile

The ideal candidate will possess a strong background in community service program leadership and a deep understanding of culturally safe practices. They will have experience in working within legislative frameworks relevant to child protection, domestic violence, and community wellbeing.

  • Tertiary qualifications in Social Work, Psychology, Human Services, or a related field.
  • Extensive experience in leading multidisciplinary community service programs.
  • Strong communication skills with an ability to influence and navigate complex environments.
  • Demonstrated understanding of trauma-informed and strengths-based practice frameworks.
  • Working with Children Blue Card - required prior to commencement
  • Current Federal Police Check (Within the last 6 months) required prior to commencement
  • Valid Driver's Licence
